Corrections and adjustments

• Fixed a bug in the Crywolf event that allowed attacking elves who had taken over an altar
• Friend requests can only be sent from safe zones
• Friend requests cannot be sent to characters with "/request off" enabled
• Improved the overall Jewel of Chaos drop rate compared to the previous update adjustment
• Added a 10% Jewel of Chaos drop rate inside Blood Castle 8
• Added Jewel of Bless and Antidote drops inside Blood Castle 8
• Added Jewel of Chaos, Jewel of Soul, and Jewel of Life drops in the Forest Arena
• Reduced Jewel of Bless and Jewel of Life drops in Lorencia
• Reduced Jewel of Soul drops in Dungeon and Noria
• Improved Jewel of Bless drops in the Arena
• Added Jewel of Soul and Jewel of Life drops in the Arena
